Our client is seeking candidates for an Outside Plant Telecommunications Cable Splicer Technician to support a DoD customer in New Orleans, LA. Qualified candidates will have an active DoD Secret Clearance.
Provide on-site telecommunication technical support to NCTAMS LANT/BCO mission from 0700-1600 Monday through Friday. This will be a 40 hour per week requirement excluding government holidays, for the duration of the contract. The list of essential functions, as outlined herein, is intended to be, but shall not be limited to, the telecommunications support services to be performed by the contractor. The OSP Technician provides support engineering services through the highly detailed collection of information from the job site. This position requires a working level of knowledge in all technical aspects of OSP (Outside Plant) fiber and copper networks. The Technician is responsible for identifying the existing field design and layout of the OSP telecommunications network, including aerial, buried, and underground fiber network design and layout, underground conduit, manhole/handhole, building entrance, and riser facilities. Technician required under this tasking will be involved with the administrative and telecommunication support services to the base and tenant commands and perform system translations to the communications systems previously mentioned. The Technician must have 5+ years of experience in fiber-optic/telecommunications/telecom construction industry, knowledge of outside plant activities (Fiber Cable Design, Pole Line Construction, Conduit System design), ability to read and understand as build prints, and be able to identify conflicts with existing outside plant facilities, select routing of lines and equipment required for projects, familiar with GIS (Geographic Information Systems), ESRI, and Shapefile functionality, experience with IKE data collection tool, understanding of National Electric Safety Code and knowledge of OSP construction and engineering techniques, experienced in the use of Microsoft Office Suite and Google Earth, working knowledge of AutoCAD. The omission of an essential task does not preclude the Government from requesting the contractor perform tasks not listed herein if such tasks are related to the profession.
a. Install, test and repair aerial, underground, fiber and copper routes (Cable Splicer/Repair Fiber and Copper).
b. Familiar with copper telephone cable design including size and gauge, cross box design and terminals; rearrangements including cutovers, air conditioning, cable assignments, loop make ups, bridge taps, how to interpret splice documents.
c. Manage all OSP projects to meet Space and Naval Warfare Systems Command Shore Installations Process Handbook guidelines.
d. Maintain a high level of productivity, assuring timeframes are met for projects occurring simultaneously and track and generate reports on project status.
e. Prepare, manage and maintain project documentation, maps and CAD drawings. Create drawings and records of fiber and copper routes, splice locate, construction notes, bills of materials and project overviews. Perform OSP surveys to support construction projects via the COR on-site Government representative.
f. Research and acquire permits, rights of way and easement agreements.
g. Respond to BCO requests for information and plan for facility relocations.
h. Review and record As-Built documentation. Submit all drawings and record via the COR on-site Government representative.
i. Attend customer meetings: perform site surveys and walk-outs as necessary to comply with customer requirements and time frames.
j. Work with multiple customers and prepare all deliverables within each customer’s own specifications.
k. Proficient with fiber/copper test equipment and provide test results in an electronic form. Experience and knowledge using OTDR/TDR and Fusion splicing machines in addition to all other commonly used tools and test equipment.
l. Perform work such as digging holes, placing cable in existing infrastructure (maintenance holes/conduits), air pipe and inner duct in various types of existing conduit systems.
m. Work with power equipment and small tools in the installation, repair and maintenance of outside plant facilities (copper and fiber).
n. Install cable terminations in existing telecommunications closets by mounting and installing backboards, cross connects, racks, patch panels, for fiber optic and copper. Install grounding for racks, equipment and cable as required.
o. Perform inventory of both fiber strand and copper cable pair assignment in each building. Findings shall be documented in the CAIRS system.
p. Work in all weather conditions and confined spaces. Work construction in a physically demanding atmosphere including, but is not limited to carry, raise and climb a ladder, carry, lift and handle heavy equipment (manhole covers, cable reels).
q. Perform maintenance on maintenance holes and possess Occupational Safety and Health Administration (OSHA) Confined Space Entry Training Certification.
r. Locate Outside Plant, both fiber and copper, utilizing Contractor provided both orange, fluorescent flags and paint.
s. Possess five (5) years of experience in installation, repair and maintenance of telecommunications outside plant facilities.
t. During emergencies and special projects assist at the BCO Gulfport, MS.
